Public services provision

Certain issues must be clarified before analysing the relationship between the political change that took place in 1997 and the provision of certain public services. This chapter focuses exclusively on solid waste collection, drinking water services and public transport management. This raises doubts about the relevance of considering these services to determine whether there is a link between the government’s political orientation and the way they are delivered. The provision of health, child and elderly care services might show a clearer relationship between ideological-political orientation and the way public services are produced and delivered. However, the idea here is merely to explore production and provision modalities, in other words, whether services are fully produced or provided by the government and its agencies, whether they have been, in one of the production stages or in the provision, privatized or nationalized, and whether a mixed modality was chosen. The aim is to examine the internal production of policies and the way services are generated rather than to explore the way they affect the lives of the city’s residents.

The number of residents introduces a degree of sophistication into urban service management that goes beyond increasing the volume of services delivered. The fact that it is a population of 9.2 million residents, immersed in a metropolis of 21.8 million, adds another layer of complexity to the administrative and political challenges of satisfactorily providing urban services to 2.7 million dwellings (INEGI 2021a). In a city that continues to expand and, as we shall see in the last chapter of this book, has decided to increase the rights of its residents, concern over services remains a key issue on government agendas.
